Probably not so many foreign tourists will use private railways during their stay in Japan especially for sightseeing or shopping.
Then, most of the tourists will use contactless smart cards such as Suica or Pasmo if their hotels are located along private railway lines. However, they should keep in mind there are reasonable tickets including 1 day pass of Tokyo Metro trains.
One of these tickets is Seibu Tokyo Metro Pass. This ticket includes return tickets from/to any station of Seibu railway line to/from station connecting with Tokyo Metro lines and unlimited ride on Tokyo Metro. It is not unlimited ride on Seibu line but the remarkable thing is that you do not have to take the same route for outbound and inbound rides.
If you are staying close to Kotesashi station on Seibu Ikebukuro line, you can take Rapid express train bound for Motomachi-Chukagai station on Yokohama Minatomirai line to Meiji-jingu(Harajuku) on Tokyo Metro Fukutoshin line via Kotake-mukaihara. Visit Meiji jingu shrine and then take Ginza line from Omotesando station to Asakusa station. Visit Sensoji temple and then take again Ginza line to Ginza station. Enjoy shopping and dinner at Ginza district and take Marunouchi line from Ginza station to Ikebukuro station. Finally take Seibu Ikebukuro line express train bound for Hanno and get off at Kotesashi.
1 day pass of Tokyo Metro costs JPY 600. Kotesashi to Kotake-mukaihara is JPY 350. Ikebukuro to Kotesashi is JPY 380. Which means the total cost is JPY 1330. On the other hand, Seibu Tokyo Metro Pass costs just JPY 1060. The ticket can be bought at ticket machines but please be aware that the ticket is valid only the day of the issue. Which means you can not buy the ticket for tomorrow.
